I just purchased a US server in the intent to play Obscurity mod. If I setup the server soon, I might need some insight on how to go about setting this up successfully.
Also is it possible to help test 2.99d in the US enviornment.

You can run the 2.99d version from the Aussie server if you wish.
What do you mean by help test? If you come across any issues or have suggestions after playing 2.99d you're free to post them up here.
Regarding setup, Falcar may be able to help you out there.. or you can have a look through the help area - I think there's a post on how to set it up properly there.

So I can get the files from OC1 Obs if I connect. If so, this should relatively easy.

You can grab the files from OC1, but you will also want to grab the config files from Falcar over xfire.

I woke up kind of late, and I'm stuck at setting up my server. Maybe some advice, I placed it in the mod folder under us_obs and inserted 2.99d files over 2.99c files and execed the config for the game, hwoever, it keeps going to FFA. :(

I would suggest, rather than overwriting files, delete the 2.99c files and then upload the 2.99d files. It is likely the reason you are getting file mismatches (make sure to stop the server as well).
I also strongly suggest not making the redirect the same location as the server for reasons stated in this topic.

If he was to use the configs downloaded from OC1 would he have the Admin panel? And if he did would it work? And if it would, would it be blank or would it have the current admins pre loaded?

He can't download the configs from OC1 server.
He must get them directly from us. Which he is currently failing at doing. I can remove the admins from the config before sending.
